Game settings.

They're chosen to reduce the role luck plays. It won't be chess, but it'll favor skill as much as possible.
Number of players: 3, possibly more. If there aren't enough players for 3x3 games, more players per game may be used, or the player with the lowest score in a higher bracket will be pulled in, or the player with the highest score may get a bye to a higher sub level. Games with more than 3 players will be at the top of the layout. (Due to a lack of 3s in the outcomes, I've reordered the layout so that the qualifying player with the highest score gets a bye to the last level of the qualifying round.)
Game type: standard.
Maps: extreme global warming (46 territories) and/or the solar system (67 territories).
Initial troops: automatic.
Play order: sequential.
Spoils: no spoils.
Reinforcements: chained.
Fog of war: yes.
Round length: casual (24 hours).
Membership.
Freemies are welcome but must keep an open slot after applying, and use 1 slot for this tournament only.

Number of tournament games to be played at once.

Number of players.

At least 27 players: 26 who are lieutenants or higher. There are likely to be many more since players with scores below 1600 are welcome to try for a place in the preliminary and qualifying games.

There should be at least 2 reserves who are lieutenants or higher.

Seeding will be based on the score when added to the players lists below, highest score player vs middle vs lowest. If there is no single middle player, then the player with the lowest score of the two middle players will be seeded above.

Advancing to the next round.
Anyone who misses a turn can't go thru, and if they win, the last player to be eliminated will go thru instead. If everyone missed a turn, the last person to do so wins. If you can't play your turn, you may ask someone who isn't in the tournament, nor your opponent in any current game, and with a similar score to you, to play for you which they must announce in game chat, per FAQ 17.

Players with scores less than 1000 will play the preliminary games on extreme global warming.

Players with scores between 999 and 1600 will play the qualifying games on the solar system where they will be joined by the winner of the preliminary games.

I don't see why the extra two rounds are necessary for players that have low ranks. Either keep people under 1600 points out of the tournament (which is legal), or allow everyone to play anyone.

It's based on the FA Cup's extra preliminary round, preliminary round, qualifying rounds, and the first round proper.

It's to keep it fair and open, but at the same time reduce luck as much as possible as a factor (which is the theme for the tournament). Without preliminary and qualifying games, a field marshal (FM) would in the very 1st game for instance be drawn with a cook and a middle ranked player, and some circumstances there could lead to a huge loss of points for the FM because of bad luck rather than poor playing by the FM. If however the cook wins the preliminary and qualifying games and becomes a "giant-killer", it's then more likely that it's because their skill is much improved.
