It is not. North Platte does not start neutral.
This is the correct version for you. North Platte starts neutral and does not belong in Texas.

More than hard it is time consuming...but yes there're some xml in which you can get lost, for example KC2.

The army placement on the large map for Liberal needs to be adjusted.

It was never equal. I coded it like this.
Out of the 12, in the decay, a player will receive 3 regions depending on the game size. All of the others will be handed out randomly. This reduces the chances of of large differences but does not eliminate it.

7-3 is large, but it should not happen most of the time like it use to. Before it could of been 7-1. This is the fine line of trying to give a good game without taking all of the other elements out and making it stale. The only other option is to code them all neutral. So apart from the 3 handed out, all others will be neutral. Sorry for the delay, put this off and then completely forgot about it.
OK, considering I used the cords from the original map, just copied and pasted over, not sure how this happened. Here is the adjusted cords and a screen shot to prove they are correct.

Coordinates for Liberal on the large map are slightly off.
eg. go to Game 12576579 and look at the large map image.
