On USA and Canada, if I bump them both I would need to raise North America to 12 (otherwise holding the 'whole' wouldn't yield any extra units though it would have fewer borders)... Thoughts?

Tried all black, zebra, and putting the name in the Ocean with a line. The orginal white moved slightly is the least worst.

What hinders the small map the most, has to be the size of the country names. If at all possible, look into tweaking their size to slightly larger or bolder.
Andy, I tried bold but at this size it isn't clearer, I also tried bumping up a half point size but not all the names fit. I could make some names larger leaving some the current size but I think it would be only marginally clearer and definately uglier. Do you think it's worth doing?
