cards to partner deadbeat

Loes and I are playing quite some doubles. Some times a partner from our opponents doens't show up any more. Now we found out that all the cards go to the team mate, when he's kicked out for missing to many turns. In escalating we have no chance then of surviving. Is this new? Is this fair?
What can we do?
