Would it be against the rules to post in the game chat that you were proposing a truce to another player with the details on his wall on the condition that he state whether he accepts or not in the game chat?
I think it should be fine, because the information still be public and it will still be known that you have a truce. The advantages would be that the chat box would not get cluttered, and it would be very easy to refer to the terms of the truce if you needed to.

you can use the wall to say "read chat....and probably even quote the chat" but any new negotiations or treaties need to be in chat itself.
Yes, using it would be easier....but it would also circumvent the entire point of making it public....and forcing players to read the other players walls during a game is really bordering on well...Ill say cumbersome to be nice.
