Concise description:
Adding a sarcasm smiley
This will improve the following aspects of the site:
Users will be more capable of expressing their emotions/intentions in forum posts and PMs.
I'm not sure if this would take a lot of time to do programming-wise, but we seem to have a smiley for every other emotion that we are capable of using many of which are rarely used.

Well, I imagine it would help if you submitted an image. I tend to use rolling eyes to indicate sarcasm
