Personally I use Photoshop CS4 but you need to pay for this. You can download GIMP which is free of charge. There are some tutorials out on the net for this that you can learn from.
Paint, however is not an acceptable tool to develop maps with.

of course, you could probably slip by with cs3 or 2 or even teh origional, its your price choice!

You can get by just fine with much older version of photoshop. Photoshop 7 (old old software) would do you. The CS series are very advanced pieces of software that have features you will never need. Thats what I made Oasis with. It works fine.
