This is an idea from an adaptation myself and some friends made to a board game. Cant remember what it was called- lol!
Description:
Every x rounds (say 10 rounds) each player gains a nuclear bomb, which they can use when they feel like it.
The bomb can only be targetted to a territory the player has a spoil for.
The impact of the bomb is calculated by a dice roll (or maybe 2 dice). Therefore, an opponent can lose up to 6 (or 12 dice).
There was also fallout - I think it was 2 per connected territory. Although, there was always at least one survivor.
Benefits:
Exciting gameplay. Less build-up games.
Just an idea - would help in build-up games (i.e. x=40 for example). This idea would probably need some considerable tweaking.
It could perhaps be an option when starting a game?

I think it's interesting. Arms Race already sort of sets the stage for this, but that is within the confines of the game engine. Your idea definitely would require an engine update. I think it would be an interesting game option if coded.
