why make a private game then post the password in callouts?

He probably did it so that other people who would like to practice on Waterloo Doubles can join. If he would have made it public, then usually players who already know the map well joins the game.

Callouts is always a good place to find opponents, so thats why its a perfect place to post games, even if you give the password aswell. Becuase those who come to callouts usually respects the wishes of those who made the games.
