Concessions for Tournament?

A question for whichever part of the staff that it would apply to:

I have been throwing around an idea for a unique type of tournament that would effectively be a game on its own (of sorts) that would use CC for teams to co-ordinate themselves and to determine the outcome of the battles within the game.

While I don't have the time to do the tournament now, I am curious, for future reference, whether a couple of concessions could be made in order to make the tournament possible.

1) The creation of four temporary usergroups for the tournament. These would be used by the four teams in the tournament to co-ordinate their outside-of-battles moves within the game.

2) The permission to create a small number of freemium accounts to be used as place-holders for lop-sided team battles. Part of the strategy of the tournament I'm thinking of would involve teams making advancements and positioning themselves to attack other teams with more players, resulting in different numbers of players on each team. Since I don't believe it's currently possible to set this up on the site, I would need to have a few accounts set up to deadbeat. These accounts would be named something blatantly obvious, such as '<tournament name> place-holder 1' or '<tournament name> deadbeater 1'. The accounts, obviously, would be blocked from playing any further games once the tournament was over and would be announced to the multi-hunters.

If further details on the idea are needed, I would be happy to provide them.

At this time we are not allowing usergroups to be made for the purpose of running tournaments. I don't know if we ever will, and if we let you do it, we have to let everyone do it, and that would be far too much of a hassle.
