I corrected your one math error [in bold] (which could change the standings significantly or not at all). I think it's easier to only use the one perspective and then you can just apply the reverse for the other perspective (Bowlers).
Here's my idea:
I assume that for reserves and new players you will no longer require them to be Aussie/English? If you open it up, I think the breakdown should go as follows:
English get anyone from Europe and the USA
Aussies get anyone from the rest of the world (Asia, Africa, S. America, Canada, Mexico).
I'm not sure that I would be able to be a vice captain [nor am I currently eligible] - that's a LOT of commitment
