Auto tournament - "Draw - Seeded by score"

My expectation based on this wording would be that either the groups of 8 out of 16 players would be seeded
Group 1 - 1, 16, 3, 14... Etc by score
Group 2 - 2, 15, 4, 13... Etc by score

Or
Group 1 - 1-8
Group 2 - 9-16

Neither of these is the case based on. Scores when the tournaments started. Is it actually just random and seeded by score isn't working, or how is it done?

I've wondered this myself for multiplayer games in ATs, but never tried to figure it out.

Note that seeding is based on score at sign-up not at tourney start. See similar tourneys waiting for players. Score listed is locked in at signup and not updated
