I'm not sure, but I think it was because of game spam. Imagine an 8-player game, where everybody hits the rematch button. Suddenly, you have 8 games, which wasn't the original intention of any of the players. So I think they decided just leave it up to the winner if there should be a rematch. I'm mainly guessing, though. I didn't notice the change until long after it happened.

You can always just start a new game and invite the original players manually.

There is a rematch issue thats known from a recent update, related to non-panel users. I'm assuming this is the same issue.
It will get looked at and get fixed at some point, the developer is aware.

Hard to say. There was a user in chat today who didn't know that Rematch button was only for winners of game now. And, more recently, there was this issue with the Rematch button no longer working in non-panel mode, as you say.

Hard to say which of the two issues is being asked about. But there are two separate questiosn.

Ok - the non panels fix will be looked at. For now it works on panels.
