Never attacked each other's important bonuses the entire game and attack other players together. Very suspicious behaviour with no interaction in game chat whatsoever.

I personally think they both players are hesitating to make a move, especcially against each other. The both know that any move they make can result in counter moves.
I think that is the case here, if you have no further evidence?

Perhaps they truly were hesitating to attack each other. It is the only game they played together after all. But the game was totally given away by the second strongest player to the strongest player. I don't have further evidence.
