I understand encouraging players to come back, however some players miss a turn strategically. I have seen many instances in which skipping a turn could be advantageous.
Why not make players suffer a 1 unit penalty for missing a turn? That way they'll still get bonus units, but it becomes strategically poor.

The bigger issue is starting the next turn
I encounter - too often, I'm affraid - people who wait for the turn to end, they miss it, and then get the double-armies - and get to open the next turn with those double-armies.
The problem is even worse when playing doubles or triples, where one or more players "sacrifices" the turn, and then they can all attack at once, with double-armies - double the players.
I think that the solution is that if a player missed a turn, he - or any of his team members - should not be able to start the next turn.

Yeah, I can also testify to this. I was just eliminated from a game that is still going on with two other people and one player has missed a total of four turns already and has not offered an explination as to why. Last time, they missed two turns in row just to seemingly get extra men.
It sucks when you're in a game like that and you have to alter your strategy to combat it. Especially if they are getting continent bonuses that are multiplied as well.
