Crazy! My question seems so simple yet cannot find an answer anywhere! What are Neutrals (white), do I need to conquer them in order to receive region bonus? I'm sure eventually I'll figure it out but would like to know now as it is a pressing matter!

neutral armies are just there to occupy territories at the start of the game. Some maps / settings have more than others.
yes- you need to own the entire bonus region to get the benefit, so you do need to eliminate any neutral armies that also occupy the region.
also, read the maps you play carefully.. some territory (called 'killer neutrals') automatically reset to neutral if held for a full turn.
