Concise description:
Allow neutral resets to be done upon missed turn
Specifics/Details:
As you know, many maps now have neutral zones that reset to say 4 neutral every player turn. However, this does not occur upon missed turns. This can lead to players intentionally missing turns (especially in team games where maps have the reset to neutral zone be a main powerhouse zone for bombarding/assaulting, or when this zone needs to be blocked by a large stack of men and the enemy team waits a turn expecting it to be reset...and wala its not reset since turn missed thus blocking it off).
As well players with missed turns don't get the -1 or -3 on their zones which I find to be annoying as well.
How this will benefit the site and/or other comments:
It will make games more even and reduce incentive to intentionally miss turns. And it will allow the map mechanics to work more smoothly. My whole premises is to keep the missed turn system from turning into an intentional strategy.

i've yet to come across this being an issue in a game. sometimes it may actually work in favor trapping a stack.... so it could be abused both ways.
i guess, i feel indifferent about it. but it seems kind of unimportant of a problem to me. so for that reason i would say it's a bad suggestion.
