y dont we get to place our armies at the beginning of the game
Because then there would be thousands of armies in Australia, and Asia would be empty.
Actually, it's because it would take a really, really long time to do it like you do in real RISK: taking turns placing three armies at a time.
Though perhaps if the number of units on a territory were randomized to be anywhere from 1-4 or something it would mix things up a bit. Trying to take down 3 with 6 is generally not good practice.
