Players kicked out, keep spoils in game
When a player is kicked out of the game for cheating or missing too many turns, keep their troops on the board instead of turning them neutral. That way other players can still knock them out and take their spoils.

Be good to have it in standard games as well, especially escalating.

would stuff up assasin games if he didnt have a stack

Not a good idea.
A player could start deadbeating after having gotten 5 spoils.
the spoils would increase in value, but his troops wouldn't grow.
It makes for an imbalanced play, where somebody for instance could hold him hostage until the cashes are higher.
Your suggestion would allow for escalating to turn into a very different game, without people having control over this change.
