In a game with "fog of war" on, you do not have any kind of information about regions beyond your borders. I find it a bit excessive.
I suggest a slightly different description of Fog of War to make it more realistic. In this description, for regions beyond our borders :
- We know which player holds the region (a simple mark of the color of the player)
- We do NOT know how many troops he/she has in it
I think this would be more realistic. Because in a real war, you approximately know which zones are taken by your enemies, but you do not know exactly how many troops they have on these areas...

Plus it would make finding the last tert owned MUCH easier. That is all part of the strategy. Imagine FOW Assassin where you could see all the ? as colors. It would be much easier to get your target.
