There are some problems with elections for mods...which resemble a lot like the problems many democratic nations face:
- Voter Turnout -- If only a small portion of Conquer Club turns out to vote, how effective is that democracy?
What if we have a nomination like Twill did, and then go from there to the actual poll. Someone who is willing to keep track of the votes, and such. From there, the first post for the poll thread would outline the basics of each person running for mod. Thats also true, but perhaps a probation period would work? Those are just a few ideas that came into my mind. I don't think democratic election of moderators is such a hot idea.

Well, countries like America and the U.K has appaling voting turnouts, and you don't see them doing anything about it! Besides, like kitten said, you could easily alert the whole CC community easily through PM's and/or Announcments.
