You can, under certain circumstances - but it has to be after a certain number of rounds and you have to be in an overwhelmingly bad position. A button will appear - until it does, you have to play on.
Apparently people are sad enough to set up multiple ids and would be able to rack up points by resigning quickly, so it's not generally available.
PS It's losing, not loosing (which means "making less tight").
