Format question, which maybe just shows that I can't read well.
Round 1: 16 teams, 4 groups of 4. 4 of 16 eliminated.
Round 2: 12 teams, 3 groups of 4. How would 4 be eliminated - just the last place team in each group, plus the worst 3rd place team?
Round 3: 8 teams, 2 groups of 4. 1st and 2nd advance?
Round 4: 4 team final
