For the past several turns red has continued to receive troops but not attack while blue eliminates me. At that point blue will easily defeat red.

Ok, so, first off...
There is a process for filing these reports.
There are also game and player brackets to make the usernames and game numbers clickable links.
It makes things way easier for the moderation team.
Second off, they played feudal..
That's all there is to it.
You were the stronger opposition, and they had an open alliance that was announced and set up in the game chat.
That violates no guidelines laid out by CC in any way.
And them being the same person is near impossible.
You can click profiles and see where people are in the world also.
But some of us know how to take it a step further and get geometric location.. good luck finding out how to do that. Can't even read the how to post on C&A thread before making the post..
Sooooo. Let's sum it up.
It wasn't a secret diplomacy. They announced it in the chat to work together against the strongest factor in the game.
Also, they aren't multis.
Just my take on it.
Be patient and wait though. The moderation or administration team will be with you shortly to pretty much tell you the same thing. Good luck though.

First I want to apologize for taking so long. Life has take a little more time lately.
I looked at some of games that Gen Denial has played and did not find any other instances where he stated his goal was to lose where he lost the least amount of points. I don't agree with that strategy.
