Yes. American police departments don't use water cannon, even though it's one of the most effective ways at controlling an illegal assembly, due to complaints water is dangerous.

Police in Germany, France, and Belgium all use water cannon to great effect. Ironically, most of their water cannon trucks are manufactured in North America.

If regular protesters are being dragged into unmarked vans and driven off to undisclosed locations (read: baton up the ass) then I can’t imagine rioters are exactly getting the kid gloves:
