i randomly invite people to games, drawing upon players in Pantry games that recently filled. there is always a 2nd slot left open, for anyone to round out the waiting game. when there is a large batch of games to be filled on the same map, i post in recently filled games the list of same-map games waiting to be filled. if there are return players, they clearly know that their opponents are the same when they decide to sign-up or not.
i recently noticed that GW and company have been losing games on their jamaica maps, for what it is worth. not sure how they have historically fared since I have adopted this invitation method.
some mates of GW take on a good amount of Pantry games on non-Jamaica maps, leading me to believe that their is no ill-will on their part.
i think the current system is fine, though defer to any clear rules on the matter.

I think maybe if a game is obviously a farming game, we should not be helping the farmer by sending invites for him. Go ahead and list them in the pantry, but let people join with their eyes open?
Just my thoughts.... it's your department and I'm willing to be persuaded otherwise.
