In first sentence "congratulation" is specifically used to define an act of wishing some one with good or happy feelings. Whereas in second the "congratulations" are expression mainly not an act as such so used in plural form. Whenever "congratulation" word is used to define an act or used as verb if will eliminate "s" at end otherwise it will always have "s" at end.

Congtrats to this thread as it slides inexorably towards it's 11th birthday.

There was a time last Century when I was young, fit and handsome, I was still fit and handsome when I started this, the young part of the trio had already gone. Now it seems I am just handsome as the fitness has gone the same way as the young. I suppose I should congratulate myself for holding on to one out of the three but that would be against the rules of the thread wouldn't it.

However, uncongrats for not knowing the difference between the contraction "it's" and the possessive pronoun "its".

Congratulations for picking me up on a schoolboy error. I really should know better so will have to accept the punishment one of my young ladies decides upon.

Apropos nothing extraordinary (unlike my usual approach) congrats to me for managing to burn the well fed derrières of certain senior people of a godawful Insurance operation also known as AIG. They have got themselves in a mighty vexation over my guerilla warfare in steadily and inexorably taking a very highly profitable line of business off them over the past two years. The shambles (modern use) they now find themselves in is of their own inane, lazy, self important, smug, self satisfied approach which led them to believe they were actually smart people, a bit like many of the erstwhile members we used to spot on this site (there's the segue
