Is there another game? They are attacking each other, clearly can see it in the game logs. They might not be playing the game the way you want but nothing out of the ordinary that I can see here.

Well, then there's a secret alliance. Why with 11 troops on reykjavik and 1 troop on montreal, blue don't attack green? And 5 on madrid and 1 on dakar the same thing. If this isn't an alliance, I don't know what is?

I've purposely let people keep a bonus because i thought they would use it vs my enemy or someone who i thought was stronger. theres a risk that they could use it against you, but in some cases it makes sense not to break their bonus especially if theres a strong opponent also in teh game that needs the bonus to be brought down.

Like TeeGee said, they might be playing the way you like but it doesn't mean its a secret alliance either.

I understand not wanting to break a neighbor's bonus in fear of reprocussion, but without Green holding NA he is weak and close to be taken out? It's the first time any of them have played together. E13 (red) is weaker than LMIVEY03 (blue) and Double Edge (yellow). He's just broken green and has little to gain taking over when he's weaker than the others, it's no spoils, and doing so would just invite attacks from blue and yellow.

This is an open and shut case.

I'd advise enacting your vengeance out in games, rather than outside them. This isn't secret diplomacy or multis. I originally thought the low rankers could be throwing games for the lieutenant, but it quickly became apparent that's not the case.
