No just Mexico and below , the island's are only included in the whole N.America bonus

You nead that for the entire Oceania continent bonus but not for East Indies if that's what you mean. It's a really awkward little territory - it's so vulnerable to attack but yet it is worth another 3 armies if you're trying to hold Oceania
