The set was only part of it, he got the south America bonus, he had 19 regions, and earned an extra 2 armies for cashing a territory he owns.. so in total he dropped 20 troops, on to 3 spots where he already had 3's so he got a stack of 5, a stack of 17, and a stack of 7 working against you. The 7 killed a your 1 and 3 in North America. The 5 tried to take Tokyo and failed. the 17 killed a 3,3, 1, 3, 1, 3 which is 14 troops.. a really good turn, definitely above average with the 17.. but that's the power of having a stack that big rolling, sometimes you get the rolls and really move. It was a good turn but not impossible one.
His reinforcement of 6 came from the defensive position he established the previous round (he forted 4 to Sao Paulo at the end of round 3) - so those troops had just been sitting there defensively - it was not related to the troops he dropped in round 4.
