Reporting someone because he wins games, seems kinda tricky. There are genius people all around the world. Granted, most of them stay as far away from CC as they can get (so it seems). Once in a while though, a lost, but bright soul might wander into CC anyway. I don't think reporting someone for understanding the game quickly seems fair.
I get your point, of course. It seems unlikely that this player is new and I'm sure that in most cases it will turn out to be a multi. So I agree with iAmCaff, that PM'ing the C&A-mods is the proper thing to do, so no one will notice it, especially the supposed genius we're discussing.
What I would do, is invite this person to some more games and have some good chat. A multi really isn't that hard to notice if you're in a few games with him, so you can always report him publicly later for your own credit (if that matters). And if it turns out the player really is a genius, you found yourself an awesome doubles partner

PS. I voted No, because it's not bad form to report anything anytime. It might be bad form to do it publicly, but the report itself isn't bad form at all.
