Whether CC wants to offer blanket immunity for past infractions in another report is a wholly separate matter than the application of DJ. If convicted for murder, one cannot claim DJ protects one's self from prosecution for a PRIOR murder.
If you agree with being able to conclude "Air Bud is a great movie" from the premises "Old Yeller is a great movie" and "Air Bud and Old Yeller both have dogs in them", then I cannot do anything to help your understanding of logic. I will agree to concede that there is no reaching you.
