I think the accusation is based on a misunderstanding of the word 'secret' - they declared an alliance in game chat and the OP seems to have objected.
I'm assuming that's it as I can't see anything else wrong. I think this will need clarification or more evidence to go any further.

Neither of them are multis. Cleared.
"Secret" Diplomacy does require something to happen in secret. This was all above board and posted. The fact that you do not like diplomacy is a personal choice on your part. As long as all form of diplomacy are posted in public chat, and not on walls or by PM, it is all perfectly fine by our rules.
