The problem with deadbeating is players, accidentally or deliberately, will miss two turns and then come back. Therefore the person winning still has to keep an eye on the game or they risk losing via deadbeat themselves. Also, a lot of players don't want to decrease their turn percentage.
Also, in speed games extra time is awarded every time someone is killed, so for large escalating sweeps you're given the time to continue. I believe the time allotted is half the full turn time, so in a one minute game you receive an extra thirty seconds and in a five minute game you get 2.5 minutes.
Speed was already on the decline before round times were introduced.
