None of owen's reports have resulted in anyone getting banned. (At least not since I started reading reports, which was only about six or eight months ago.)

I'm generally of the view that past regulation was too strict in the fora, which resulted in a gradual decline of activity. There's other factors like a significantly reduced customer base, but I like blaming owenshooter for the problem because he enjoys being persecuted.
