cause we would need to have 50 % recruits in advance

I don't think so, benja. I've been part of starting a training group and I believe having 10 members is the only requirement, just as in every other social group. You would have that with some of your clanmates joining the group. If I'm wrong then things have changed a lot lately.

The guidelines we've received from the Admins is that any usergroup would be removed if it's membership is significantly similar to that of an active clan.

There was some consternation around it, but I don't think we managed to get it changed, so I think any 'training' usergroup would need at least 25-30% unique members as compared to the clan. (Obviously the aforementioned 50% would be the safest benchmark)
