Is it legal for player A to ask player B not to attack him just because A wants to use his bonusess to attack third player (player B refused alliance with player A earlier in the game)
Or maybe player A just isnt a good sport.

Yes - As long as it is announced in the game chat.
So it is OK according to the FAQ but could be considered poor sportsmanship depending on the circumstances. Basically if you think that it is bad form then put them on your ignore list and move on.FAQ wrote:13. Can I make an alliance or truce with another player?
