Asking myself this question made me realize that it's almost never an individuals fault when something isn't working, and firing any one person would do very little difference. When something is going wrong it's almost always the entire system that is at fault, not the one sitting atop of it.

Agreed. Individuals can't be held accountable because free will does not exist. Given the opportunity, I think most people, myself included, would fire someone for personal reasons/gain.
If you wanted to help others, your best bet would probably be firing a dictator like Omar Al-Bashir, though even then it's hard to say whether that would actually help people.

Of course not.
