I'm going to estimate a 26-23 victory for Empire

A good 7 of those games could swing either way though so this war is still very much in the air.

Interesting. I think I have it at like, 23-23 with 3 going either way. I think I have one leaning each way out of those, and one last game deciding it all.

24-25 or 25-24 I think.

That's what I have. The only potential change I see is California, and since that's going to Fall in the 25-24 count I think we definitely have an advantage. Trafalgar and Forbidden City could still swing though if Fall can find the right dice.
