The accused are suspected of:

Being Multis
Conducting Secret Diplomacy

Comments:
I don't know for sure so this is just a hunch. But I think that these two are conducting secret diplomacy, on the grounds that in the game listed above, they share a mutually undefended border, and are both quite strong, yet are attacking other weaker players. Because of the undefended border they don't seem to find each other a threat which seems rather suspicious. There's nothing in the game chat I should add.

Well never mind, now they're defending against each other. Though I still have my suspicions.

1. Always check the country flag,because if they are in the same country the probability they know each other and conduct secret diplomacy is higher. (if they are multis they should have same IP)

2. Check the games they have played together. The probability is even higher if they have played quite a lot of games together where you can check the game logs and game chats of these games.

3. If you are the strong player in a game and you attack the other strong player you might weaken yourself and allow the other weaker players to catch up with you...this may explain why they don't attack each other.

Here I don't believe they are having secret diplomacy =D

I didn't ask for a lesson in strategy. Their mutual border was completely undefended.

Also, yes I know those are good things to check.

Just said how this situation may occur.

Well this happened to me before to let my border defenseless( well at least 3 troops) with some other guy to let him know "hey I'm not interested to expand on your side" so,I can focus on other fronts.
This might be a gamble though,he may take it as an easy way to get in your territories.
I do it mainly when I have already fully eastablished myself and have troops spare to attack him back for a quick revenge =)
