I was wondering if an option of a direct text message to ones cell that it's your turn would be a viable option?

Pretty much all text in the USA are free. Well Unlimited for a flat fee. With that said, I do not think CC needs to bill anybody for text message.

My android uses wireless (3g). In the past, I've changed the settings on my CC account so that I receive an email when it's my turn in a game, and set my phone up so that it alerts me when I get a new email.

You could make a greasemonkey script in like 30 minutes for this. But you would have to be online.
The problem I see would be the constant cellphone website changes that offer free text.
I think the better solution is skype on mobile and a partner skypes you... for no partner you will have to have a server that logs in and checks your games and a script.
Hmm You could just do a quick ruby on rails script... If you have average intelligence you could code this from a dummies guide to ruby. Hell I think perl would even do this. The thing is what ever you use, something would have to be online and on CC full time or at least every hour or so to check for your games.

Easiest solution would be for the user to put their cell # in for their email address.
