Looks interesting. Some thoughts:
  • What are the "Step 2", "Step 5", etc. bits?
  • Isn't 7 kind of a high bonus for a system with only four borders?
  • The continent names and bonuses could be a bit more prominent. I completely missed them at first.
  • Is "Tattoine" meant to be "Tatooine"?

Anyway, could be good. I'm a little concerned with the IP issues of using the actual images of SW characters and the trademark "Risk", though. Are any of the country names you used trademarked?

The outer rim is supposed to be a rim...

are those lighter white lines still attacking lines (ie. endor to mobus)
maybe the bonus' in a legend....maybe the middle system ("core system" if you will) should be a system that has more borders, and a bigger bonus. considering it is called the "core system".
Rogue planets? does something special happen if you control them all?

Beyond the copyright problems, I dislike it. Its ugly, we have boxes and no star systems. The "continents" have few borders, too... Its very light, and huge, as its already said. Would demand a great work, and probably would not be good, unless you start from zero.

As I look more closely, I'm also noticing some fainter marks that look kinda like connecting lines, but less distinct. What are those lines linking, e.g., Mobus to Endor or Ghorman to... something or other in the Rim?

Also, Rakonas makes a good point about the layout of the Outer Rim. Shouldn't those systems be more spread out around that edge of the map?

I must agree with phobia. It pisses my off that "color" is what's used in html.
