I enthusastically agree with you that everything should be posted in both windows. I have been the victim of secret diplomacy in the past and I hate the practice as vehemently as anyone else on this site. Ironically enough, I've actually considered volunteering my time to be one of the monitors to help ferret it out and here I stand, accused of it.
But if you check the chat record, I made it very clear to Pfleegman that all of this would be disclosed in the other game. Never for a second would I have considered doing otherwise because that would, indeed, be secret diplomacy and a blatant violation of the rules. However, because Pfleegman rejected the idea in real time, then promptly eliminated me from the game, rendering the offer pointless, I didn't see there as being anything to disclose.
On the issue of cross-map diplomacy, I personal support it being explicitly banned in the site rules. As you said, it isn't consistent with the spirit of fair play and I regret having suggested it. However, despite my opinion that it should be banned, cross-map diplomacy is not forbidden in the rules as they currently read. In the spur of the moment, trying to salvage a game being played in real time, I proposed a plan that we can agree doesn't speak well of me. But so long as it isn't illegal, I don't feel I should be sanctioned for it.
