not holding my breath, just not 100% clear on he rules because they are very vague.

i just looked at the game settings you cannot even defend this guy saying he is medal chasing that most of the cases above were using nuclear setting or something. if you go back a few pages his usual game play is more than 5 player. so it does look like he is setting these games up with the intention of attracting new recruits.

Well, the Hunters have thought different in the past. People have been punished in the past for creating games exclusively that attracted NR's.

wow I'd like to see a reference as to where exactly in the rules it says you're not allowed to create any game you want to. It's not like you're inviting them, they just join.

Obviously any gross abuse of the game is forbidden. This includes but is not limited to: throwing games or deliberately benefiting from thrown games, intentional deadbeating, holding players hostage, serial teammate killing, hijacking accounts, systematically "farming" new recruits.
That last part there...
