When playing 2 player FOW make sure that you hold a plane to see where the other person is. Also keep the tank next to your commanders at a low neutral so that you can purge for PAF at any moment. Basically, as soon as you are able take the PAF, take it and try to attack one of your opponent's commanders if they have a low amount of troops on one of them (1-4). Never let your opponent keep the PAF for a turn or your chances of winning are almost zip.
