I think this would make a good map. The state of wisconsin has a lot of counties and would be good for one on one play or mulitiple players or team games.

What would a map of Wisconsin have to offer to those who do not live in/near Wisconsin?

Its just a map to play on, thats like asking what a map of Europe would have to do for people who dont live in europe.

There are lots more people living in Europe than there are in Wisconsin. A map of Europe is more likely to interest people with just it's geographical area. A map of Wisconsin (or any other US state) should have something more to offer, as it would appeal to a relatively limited group of people as a plain geographical area.

The map of wisconsin could be marked into several zones, Milwaukee County as a zone, Lake Country which would be the counties surrounding Milwaukee County. Then you would have Dane County and those immediately surrounding it as a group.
The west part of the state could be Farmland group. The northern part could be Forest region, and the Peninsula could be a group on its own.
Milwaukee would give a bonus of 2, Lake country would give a bonus of 3, the Dane county group could give 3. Farmland could be a bonus of 5 as it would take the whole west border of the state. The northern forest region could have a bonus of 6. Brown County should be a bonus of 1 by itself since the Green Bay packers are there. The peninsula could be worth two.
We could have Milwaukee, Brown and Ashland counties as port territories which could attack each other.
