You can have troop decay, which is basically a negative autodeploy, but it only works down to 1 and doesn't make the territory neutral.

thats fine, the troop decay is just for the starting spots to get the players to move

The correct and most accurate question should have been, "what program did you do the map in? Photoshop or GIMP?"

Which doesn't matter either, at least to GIMP users, since GIMP can open photoshop files 
As to the mapmaker's question... For my part, I'm a bit too busy to take on this project, sorry. If it had a finished (stamped) gameplay and only needed graphics work, I could possibly do it, but at this phase, I simply don't have the time to invest in it...

Alas, this map has been put into the Recycling Bin at the mapmaker's request. If anyone should care to revive the map, they must first post an update for review by the Foundry team.
