The way the rules are written its stated that it has to be an "abuse" of the ratings system, which gives an example of "repeatedly" giving out inaccurate ratings. Though the way its worded could be used to argue either way, because before that it says rating opponents unjustifiably...tho again, its pluralized.
The problem here is the guy rarely rates anyone, he's rated two people. One 5 stars one 1 star. I dont see any reason for the one star unless you pm'd him
