I know I'm new at this, but if you read the story it clearly states ALL 21 survivors are 'counted' when they gather.
Either all survivors are blind, or something else is going on. I can only assume that mutants or zombies would stand out in the croud, no?
Maybe some undercover group?

No, I played ga7's zombie mafia and the mafia were zombies. Basically, I read the flavor text to mean that there are 21 human or near human looking beings. I think the setting may be post-apocalyptic in more than one sense, on the one hand there's the modern sense of "shit blew up, things went to hell" with mutants and a distinct lack of organised, civilised society, on the other hand there's the religious sense of "God passed judgement, things went to hell" and the dead walk the earth.

I am going to hypothesize that a person could be "infected" by the zombie plague and not show traces, at least for a few hours. Mutants could blend in with humans conceivably. Could explain why the body count showed all regular, human, people. Also my vote is for Cult+Town+Mafia and the odd survivor.
