Make CC API Updates Public

• Create a thread in the Tools and Enhancements forum to list changes whenever additions or modifications are made to the CC API.

How this will benefit the site and/or other comments:

• This change will enable members of the CC community to be aware of changes to the API. Currently script writers who aren't on the tech team have no idea when additions are made, and can't incorporate these updates into their scripts.
